Delay in receiving scholarship

what legal action i can take against my institute which is not providing and delaying the distribution of scholarship for students pursuing a post graduate programme, even MHRD had allocated and transferred the funds to them for the above purpose, just because of poor management and flawed work culture we are suffering. The management of the postgraduate scholarship/assistantship is the responsibility of the admitting institution. But if the institution is not complying is there any law to protect us.

Writ would lie only if the Institution is aided and not private.
After complain to MHRD and notice to institution consumer complain may also be thought of.

Retaining of the entitled amount of the students and its non-disbursement in time is also a criminal offence under section 406/409 IPC so you may even file a criminal case against all concerned officials.
