Under DVAT Act, input tax credit is allowed only to a Registered Dealero or to a person who is required tobe reistered under the Act in respect of purchases occurring during the tax period, provided the goods are used by him directly or indirectly for the purpose of making Intra-State or Inter-State sales.

It is not general answer. It is specific answer. It clearly says that only any purchases done after getting registered as a dealer, one can get the input tax credit and not otherwise.
