Need to know about Kul kayda land.

Hello,

I have a land where my mother name is recorded as a Kul. Owner is somebody else.
This land comes under Grahm Panchayat in Maharashtra. We are cultivating this land for more that 40 years now.

Now I am planing to build my house there.
Can you please guide me on the different permissions I should be seeking and from whom?
