Divorce through islamic law

(Querist) 28 March 2013 This query is : Resolved 
One of the proper way of islamic divorce accepted by court is by giving talaaq 3 times, one per month(correct me if wrong).I had followed this and sent the talaaq notice signed by 2 witnesses through post. The first notice was accepted as they didnt know what was in that. They are not ready to accept the 2nd notice sent after a month. I tried by all means(speedpost, courier) . They have bribed the local post office who are returning the post with invalid reasons. What is the proper way to handle this situation ? This must be a common problem wherein the party doesnt accept the legal documents sent to them ? What is the proper line of action, please advice.

Register the talaq nama from the registered Quazi first and then send this by post.
Try to send this as many times as you can till it is delivered.

The Quazi of our district is not ready to register it saying he doesn't deal with one sided divorces.
About sending it multiple times, i tried that, but they are straight away denying to accept the post. I have the post returned having the remark 'refused to accept'. Will that help ?

Refusal to accept the notice is deemed receipt as per law so you need not worry. The Talq in the given facts is complete. You need to return only mehar to your ex. wife.
