nO COMPLAINT CAN BE IN RESPECT OF ACTS DONE IN DISCHARGE OF THEIR OFFICIAL DUTIES.
For complaint against their private acts general law prevalent in the country equally applies to them.
You can nevertheless wirt letter directly to the registrar General, High Court and Chief Justice of High Court and Supreme Court on the issue.
