Dear Vinesh,

The District Collector is also the District First Class Magistrate.The Revenue court or the Adalats are headed by him.He deals only with the civil matters.

A District Collector is ex-officio a District Revenue Collector, a District Magistrate as well as Deputy Commissioner, as the District Head responsible for civil adminstration/law & order purpose on behalf of the State also.
