Dowry Case, Bail at PS?

On Saturday,local news papers published that all offenses which are less than 7 years are baillable at PS, inclusive of dowry cases.
Can experts suggest how to obtain bail at PS for dowry case?

it is not a criteria to declare any offense which involves punishment less than 7 years as bailable...whether the offense is bailable or not it will be governed by the First Schedule provided in Cr.P.C... however the classification of offenses as such may vary state to state... many offenses which involves punishment less than 7 years are non-bailable...for instance 406 and 505 I.P.C.,,,and even 498-A itself....so please refer to schedule of Cr.P.C.

Bail at PS for jail term below 7 yrs
The director-gen eral of police, Mr K.
Aravinda Rao, on Friday issued a circular to all police stations in the state asking them to release those accused from police station itself in cases where the imprisonment is below seven years.
The circular was issued as part of implementing criminal procedure code. Several police stations in the city had already got the circular and are going through it.
This is a major decision.
Till now the police has been arresting and remanding the accused to court.
The decision is likely to cause unrest among lawyears as there will be less bail pleas. Till now, imprisonment up to three years was bailable at the police station. A case like rash and negligent act leading to road accidents, adultery, dowry harassment will be bailable at the police station without the accused being sent to jail.

police officer incharge of the station has the to grant the bail except some prohibited mattars ,if satisfied by the accused that accoused will help to investigate the case.
