well is it mandatory that conviction of sub-inspector of police u/s3/4 0f dowry act will impart departmental proceedings agaist him

It not necessary that every time a govt official is convicted departmental proceeding will initiate but at the same time the conviction makes him unfit to continue in the service and in that context the department will invariably form a disciplinary committee and take action against him.

In the case referred by you it will defenitely entail in disciplinary procedings against him since he is a police officer.

A conviction is a door to proceed with departmental enquiry but the findings in a criminal court will not have a bearing on the departmental enquiry. A departmental enquiry is indipendant and is based on preponderance of probabilities and natural justice but the conviction in a criminal court is based on findings beyond doubt and on evidence produced. A man who is convicted in a criminal court can even be let off in a departmental enquiry.
