respected sir,
My name is MOHAN GAUTAM H. I am B.E(computer) from gujarat university.
since a long time i was aspiring to pursue for CIVIL SERVICES & other government jobs.
But i have a very big confusion. In my college days i use to be very much
politically active & during that time 2 police case for RIOTING etc were
lodged on me,as i was protesting against the faulty Rules & regulations of
university.
Can i still appear for civil services or any other government job.
I am not convicted by any court of law. please guide me on this
front.

Depends upon whether you were imorisoned or not, as a punishment, by filing criminal cases in the court of law.

sir,
but reffering to ASHOK RAI alias AMIT rape case
he was convicted & serving jail sentence he got selected for IAS
delhi high court & even supreme court cleared his way to appointment.
i am not even proved guilty.

"Not proved guilty till yet" has no relevance. The question is whether the cases are still pending in the court of law or not?
However, you must apply. The question of verification of character and antecedents depends upon merit based clearance of the UPSC competitive exam. There are several stages by which you will have to pass and to take about minimum of 3-4 years, when the turn of verification of character & antecedents would come that too after clearance of preliminary examination, main examination, interview, etc. by merit only. If the court cases are pending by now the same would probably be finalised by that time.

Don't behave like Sheikh Chilli in advance of any result. Do you feel that you have successfully completed all the stages in advance when even you have still not applied for the examm but proposing to go to HC for relief after successful competing. First of all, bring the opportunity at hand for relief and then think about action for relief.

and i have successfully cleared SSC COMBINED GRADUATE LEVEL EXAM & IBPS PO exams. that is why i am so desperate.

In fact your question is quite premature. Sometimes, I feel as if you have posted some hypothetical query, just for fun sake only, not for guidance.
There is a lot of difference between ssc combined graduate level exam and IAS & Allied Cadre exam of the UPSC.
You have not yet unlocked the stair case to take even the first step of the staircase of first floor, but you are planning for taking off from third floor and above without any elementary tools in hand. QUITE FUNNY!
Can you anticipate what is likely to happen after 3-4 years.
Come forward only when you face some problem. Don't try to waste time of others.
You can go even up to Supreme Court level at the time of need.

and i know the difference between UPSC & SSC EXAMS
i am just worried about my future because i have heavily invested in preparations of UPSC, in terms of money & time both
so i want to be damn sure about my candidature else why would i have done so much research regarding different relevant case?

As far as character verification is concerned there is no difference between "X" exam and "Y" exam. Procedure is the same.
The fact is that the case is pending against you.
The decison quoted by you reads as under :-
47. Considering the totality of the circumstances and noting that the
appellant has suffered incarceration for 5 years and 6 months and would be
entitled to remissions on account of his good conduct in jail; noting further
that the appellant has redeemed himself in jail evidenced by the fact that he
took his civil services examinations and qualified for being appointed to the
Indian Administrative Services; we are of the opinion that the custodial
sentence already suffered by the appellant would meet the ends of justice as a
requisite punishment.
48. The appeal stands disposed of setting aside the conviction of the
appellant for the offences punishable under Section 306 IPC. The conviction is
sustained for the offences punishable under Section 376 IPC, but the sentence is
reduced to already undergone period. We note that the fine imposed has already
been paid by the appellant.
49. The appellant be set free if not required in any other case.

In this case it is nowhere stated that he is to be appointed.
It is total misconception that you are nurturing.
You candidate is sure. Admit card will be issued and interview will be held. Even medical examination may be done but unless the police certifies that there is no case pending against you you may not be appointed. Even if acquired on technical grounds still you do not have much hope.
