Are there any legal obligation to start and run any religious organisation without profit.?
If yes which office would give it in Hyderabad?

The activities could be gathering people,conducting prayers & etc

there is no obligation as you expect. but if you want to do it in a systematic manner,you form a trust setting out the objectives and proced.
