What if, inverted commas used for highlighting words ?

Can we use "inverted commas" for highlighting words in the petitions,replies, replication,rejoinders etc.?

Would not it be seen as a bad move by the Judges?

most of judicial officers dont like bold/italic quote marks in the papers presented before them

Yes. I agree with Mr.Arvindan. It would be like influencing the minds of the judges,if we adopt such practices. That is why it is not liked and encouraged by them.
