Is obc candidate is eligible for open catagery recruitment? if yes,then what legal procedure is to be done against such institutions who does not allow obc candidate against open recruitment .

In the recruitment process all the contestants are considered against the open categories,be a SC,ST,or OBC.The reserved category candidates can find their chance on merits in the open category itself,which will in no way affect the reserved category seats. Now You can seek information under the RTI about the query you raised.

I do agree with Gabriel. You can serve a legal notice to such institution and can get quashed entire selection process due to this lapse.
