Transfer fee for blood relation

Can society charge Transfer Fee when the property is transfered by Father (alive )to son's name by way of sale / gift deed ?

Refer the bye law of the society.

NO. Society cannot charge trf fees from father or son, if trf.

Thanks for the prompt replies.
Another point that arises here is Why should the society charge blood relation as there is no gain for the transferor/transferee...the property remains within the family.

Ideally, society can charge only if there is a sale to a third person where the seller is benefited by the appreciated property value and when the buyers stands to gain when he inturn sells to any other person.

Gain or profit has nothing to do with the static bye-laws of the concerned society.
