Noc charges is asked by builder

I got my Possession of my flat from the builder on Aug 12, 2009. Thereafter i am paying my monthly maint. charges of Rs 4500 per month regularly to the builder.I have given my flat for leave and License.
On May 04, 2013 when i went to pay the monthly maint. charges. Builder asked me to pay the Non occupancy charges at the rate of Rs. 1000 per month which i didn't pay.
My question is as follows
a) can the builder ask NOC charges ?
b)NOC charges is only to be paid to the Society . is that right?
c) builder has not given the break up of the Maint. charges. I requested him to give me the break up. Please tell me what should i do in theis case.
I am eagerly waiting for all your expert advise.

You are entitled to break up of maintenance charged aid by you.
You are not liable to pay NOC charges as it has no legal basis.

generally in the maintenance charges 50%6would be property tax . ask the builder for copy of the assesment order passed in respect of your building . it gives detailed break up of ech flat . if builder does not oblige use RTI and get it from muncipal corporation .
balance amount would be your maintenance charges .
in addition all flat owners in complex should get together and ask builder to furnish brek up on how maintenance is being charged . then only will builder budge
