A temporary employee recruited by government organisation for working in a project can demand for permanent employment?.
The initial appointment is done after selecting the candidate by a nation wide announcement in news paper followed by personal interview.

In governmental oraganisations the candidates will be initially recruited on temporary basis. Later on he will be placed on probation for a prescribed period depending on the rules of the organisation. After successful completion of the probationary period, then the services of the employee will be made as permanent.

Temporary appointment would remain temporary unless the posts / employment is regularized / made permanent by some policy decision.
