My neighbor is selling his property without giving me any opportunity to buy his plot of land can i file a suit against him and if so what are the sections applicable. Thank you

No,on given facts you have no pre-emption right.This right can be claimed where common passage,chowk & stairs exists between two or more owners of house.

Why he should give you a chance to purchase his property?
It is his property, he can sell it as per his wish.

Will it come under urban land or not because as per the order of patna hc pre-empatory rigts are not valid in urban plots
