In the RTI application can an applicant can ask the information in questionnair form.
for example tell me in my house those peoples who came in blue dress belongs to which company and what are their names.

yes, however Public Information Officer is not bound to reply by "yes and "no". He can answer in detail.

Which Govt officer has a duty to keep track details of all the visitors coming to your house.

Rs 10/- are not refundable if the query is irralevent adn not pertaining to Govt functions.
