Mutation by mcd

My wife has been given G.F. of a residential property in south delhi. F.F. &S.F. is given to brother.Transfer is made thru a registered family MOU which covers HUF & Mother's property. All the parties have relinquished their rights in her name. Brother got mutation done on basis of registered MOU. But now MCD is refusing to do mutation of GF to her. Official is asking for original ownership papers (leased in 1965). Subsequently it was converted into freehold in 2007. Registered freehold documents are available.
What action to be taken?
Does it dilute her ownership rights?- Sud

The requirement of the documents should be completed by tracing out the desired documents. MCD has not denied to effect mutation for ever.

The land was leased from DDA in 1965. Subsequently it was converted into freehold in 2007. original ia available.Based on this document brother got FF/SF mutataed. the current officer claims it was mistake. 1965 lease documents are not available. MCD officer seem to be just creating hurdles. Now states that till the owner is alive it can not be done. Registered MOU clearly transfers right. what is the advise?
