Need help for document required for registration

Hi Experts,
I bought a duplex house from a builder .the builder got registered power of attorney from actual owner of the land and divided it into multiple plots for duplex and sold us one unit of the project.
Now, I want to sell the duplex but mutation of land is not done in my name but we are paying the house tax.
1)Can I sell the duplex house without mutation of land ?
2).what are the other document required for registration?
The property is in Orissa.

you need mutation of property done in your name . you will need original agreement ,buildig plans sanctioned , copy of occupation certificate issued by corporation etc

Get the property mutated in your name first.

u need title on ur name before selling to third party/ or consent of builder

Builder is saying that mutation has been applied at the time of possession but these things take time.he has consent for selling the property.in this case,can I sell the property,if buyer agrees?
