What is your designation and nature of duties?
All affected employees may join hands and proceed against the employer by representing to Univ. with which it is affiliated, authorities under State Education Act, preferably thru employee’s/teachers/trade unions under the expert advise of your Labor Law Consultant/Service lawyer.

You have to issue legal notice to the top management of the university demanding your salary arrears.
