Can I send show cause notice to Semi-Govt. company as an individual ?

BSES Rajdhani Power Ltd.(A Reliance and Delhi Govt.joint venture) sent me notice to show cause ,why I should not be prosecuted for theft of electricity,calling me at their office 25 Kms away from my place,for which I visited them and gave them a reply in written showing several causes that why I should not be prosecuted for theft of electricity.
Now the question is I have several points to prove that BSES itself is at fault.
Like they install meters at open,common place which are accessible to one and all.
They are providing meters,whose readings can be increased and decreased without tampering their seals and BSES is well aware of this.BSES itself might be using some device to increase readings of meters to fleece money from its consumers.
While providing a fresh meter,there is no way for consumers to get a meter checked that it is not pre-tampered,so BSES can easily install a pre-tampered meter and later on frame the consumer for theft of electricity.
Even if a meter is found faulty due to some manufacturing defect or normal wear and tear,they accuse the consumers for tampering it and demand huge amount of money as penalty.They even charge this money according to the total load connected as if all the equipments connected are switched on all the times.
My point is can I send a show cause notice to BSES,that why they should not be prosecuted for all such irregularities and call them at my office ,similarly as they have called me to visit their office to show cause ??

Dear Anonymous,
It is implied that the consumer should be alert and should take remedial steps once the tempering of meter comes to his knowledge. More over you do have a right to resort to approaching consumer court for getting relief under the head of deficiency of service/unfair trade practice.

Mr. Daksha,thnx that you replied ,but please go through my case again,BSES knows that their meters can be tampered without breaking seals,yet they are installing these meter on open ,common places,accessible to one and all.
And who knows that their meters are not pre-tampered ??

Mr. Anonymous,
You have raised a very important question. The right of a citizen against the arbitrary action of a Govt. agency or private agency, which has a public duty qua citizens. You cannot call them to your office but you can serve them legal notice and if they will not redress your grievance, you can approach the High Court under writ jurisdiction (even though BSES is a private agency). But before doing so, I request you to go through a case law on this subject (Delhi High Court passed several orders), because a large section of Delhi citizens had already took such steps and there are several orders in this respect on the issue which you are raising, i.e., defective meters, tampering of meters without breaking the seals etc.

More over bses as to prove beyond reasonable doubt that only you could have stolen the electricity alleged by them to have been stolen by you if the points raised by you are valid and can be substantiated there is no doubt you have to be acquitted also you can counter file cases on grounds of defamation ,of malafide submitting you to onerous court proceedings as well as for public apology and compensation for loss of reputation
