Gun License

Hi,
My friend(a businessman with 12 years Income tax filing & clean records) has applied for a gun license and has been stuck up with burecratic red-tapism...He has moved the file to some extent and its now with the commissioner.
But he is concerned and wants to know;
1)If the license is rejected by the police commissioner then the appeal lies with home seceratry?
2)If the same is rejected by state home seceratry, then where will the appeal lie?
3)Also the process for issuing gun license is very arbitary & is always favoring people with contacts. Can we have some citations favoring issuance of gun license.

If home secretary also reject the same, and you feels that there is arbitrariness, you can file a writ In HC Or SC asking a direction to govt. to issue a gun license.

Rulings can be cited only after knowing the facts on which grounds license is being rejected.

You can approach High Court against state.

Sir,

Could u recommend a good lawyer in B'lore for this...Just in case my friend wants to be prepared since he has taken a stand as not to bribe his way up the ladder.
