How much of 58K Crores provision for Bharat Nirman in the Union Budget, would take care of Publicity costs to project UPA Chairperson's photograph without any constitutional mandate for such unwarranted public spending for political appeasement ?

If parliament, consisting of your elected representatives, pass the Appropriation Bill the expenditure would be treated as misuse of public exchequer. If you consider the expenditure as misuse, you can ask your elected representative to take up the question in the Parliament in the shape of a Parliament Question or to object at the time of passing of the Appropriation Bill in the Parliament when produced by the ruling party after the next budget.
