Application not reach to destination

sir
ihad applied for Railway recruitment board for the post of subinspector on 15.06.11,via normalpost in a proper manner,but my application with my certificate didnt reach to the railwayrecryitment board,my application is returned back by the postman after 2months stated that your application is not send because you have not pasted correctly,what shall i do sir the expiry dated is over shall i move to consumer court?
how many days it takes place?whether it needs any advocate?whether it needs any money?plz give me proper direction via dineshrajaips@gmail.com

As your post was not send under postal cover or registered post so department of post do not take any guarantee to deleiver such post within a specified time so there is no scope of going ahead as planned.

Dear raja,
Postal department, by virtue of the provisions laid down in the Indian Post Office Act, owes compensation to be payable only in case of the articles sent under insured post and that is up to maximum of the value for which the article is insured, but in no case exceeding the value of the article lost or the amount of the damage caused to the contents of the article. So, no question arises for any compensation on article sent through ordinary post.
So, you may have to bear with the existing legal position.
