can a husband settle all his property to his wife in lieu of dower to the exclusion of other heirs like gift.

Yes, dower has to come from property of the husband and it can be settled in this manner.

dower can be settled in this way.is there no restriction as regards 1/3 under muslim law.

Under Islam [Mohammedan law] a muslim can not make any WILL [testamentary succession] for more than 1/3 rd of his properties.
BUT IN HIS LIFE TIME HE CAN SALE,GIFT,
MORTGAGE HIS ALL PROPERTIES THERE IS NO BAR AT ALL.
THE BAR AS STATED IS WITH REGARD TO WILL ONLY .
NEEDLESS TO SAY THAT WILL SHALL COME INTO FORCE AFTER HIS DEATH.

The amount of Dower is fixed at the time of niqah.
There is no way by which subsequently the husband can alter the same.
