You serve a legal notice through your lawyer and get its results. I think there is some flaw otherwise it is never heard that a govt. employee has not been given salary since last 6 months and is being promised to remain calm til next 6 months.

issue of legal notice will un necessarily anoganise your superiors .
make a representaion to your senior pointing out that you have newly settled down in city and without salary are unable to pay your rent , meet your daily exepenses

Now avoid making personal visit or verbal requests to their office.
Start making representation in writing in polite language through proper channel to place your claim on record and remind them after every 10-15 days in writing giving reference to each of your previous correspondence. After about 2 reminders start giving copies of every letter to their senior officers also, so that they may also notice inefficiency of their offices.
If still you fail to get salary must give them legal notice.

A tendency is increasing very fast with experts to write down :agree with expert: without disclosing agreement with whom as conflicting views already remain present prior to such writing by such expert.
