Can the seniority of an officer,selected in a particular year,be reverted and made par with junior-batch due to delay in confirmation?

Seniority for further promotion and other related benefits is always with reference to the date of confirmation in service of the employee.

You are however free to make representation to the competent authority to get your date of confirmation changed based on the merits of your case.

Normally seniority is reckoned on date of confirmation into service. So, if there was sufficient cause for delay of your confirmation (eg. for absence for a period from service) then your date of confirmation only will be considered for seniority and not the date of joining into service.
