How to file complaint before dy. registrar of co-op. hsg soieties against the chs?

My Application to effect the transfer of my Flat from the name of my Father to my name on the basis of registered Deed of Gift is pending with the CHS since more than one year. I want to file a Complaint against the C.H.S.; before the Dy. Registrar of Co-Op. Hsg. Societies in Mumbai, seeking directions to be issued to CHS to effect the transfer.

Do I have to submit my written application complaint in a simple letter form to the Dy. Registrar, or I have to prepare a Petition in the format of Court proceedings, for submitting before the Dy. Registrar of Co-Op. Societies? Is the Dy. Registrar having a designation and power equals to a Judge / Presiding Officer?

submitting letter to the Dy. Registrar, is sufficient. If at any order is challenged then format in the form of memorandum of appeal is required

if application is made for transfer and not rejected by society till date it is deemed to be approved .

complain to registrar enlose copy of application submitted to society along with acknowledgement from society of having received application
