Working on diverting capacity

I was appointed as L.D.C. in District Court Delhi, On the order of the Delhi High Court, District Court Sent me to work in Delhi High Court on Diverting Capacity and I am working in Delhi High Court in Diverting Capacity. We are not in the payroll of Delhi High Court we are not getting Washing Allowance and CGHS facility.I want to know What is Diverting Capacity and under which rule or Govt. Service Rule it is covered. We are not getting any deputation allowance.

You are in diverting capacity. It means you are employee of Distt court presently doing duty in Dlehi High Court.
Form where you are getting salary. High Court or Delhi Court. This is relevant to decid the terms and conditions.

I am getting salary and all other monetary and medical benefits from form District Court. I have no service or monetary benefits or allowances from Delhi high Court.
