Legal heir certificate

I am going to purchase a flat which is located in Urapakkam. The flat will be purchased under loan from LIC.
All documents are correctly verified by one for the legal advisors and he asked us to personaly verify the validity of the legal heir certificate.
1. The land was sold by a legal heir of the deceased in 2006. The later died in the year 1990 and the legat heir certificate was obtained in 2004.
2 .And subsequently the land was sold to a genteleman in 2006. He gave power of attorney to a builder to construct and sell the flats.
My doubt here is , is it necessary to check the validity of the certificate in village office even though there was a intermediary sale here?
If yes, why
What is we do no check this and what consequences can happen and solution for this issue.

The chain of the ownership should be complete in every respect since last 12 years if the property is situated in urban area and 30 years if the same is in rural area. Even if any intermediate sale has been registered even then if the earlier sale is erroneous or legal, it do not make the purchase as legal one as the seller cannot give a better right to the buyer.
