Purchase of flat - advice required

Hello, I have finalised a property for which i have paid 10% of the amount and balance needs to be paid prior agreement.
My question is, is it mandatory to pay VAT and service tax for preparing a agreement.

What all should the actual agreement cost contain.

If you are purchasing it from a Developer then payment of Service Charge is mandatory.
Engage an advocate who would draft a agreement for sale.
