Property tax bill with agreement for sale

I intend to sell my flat within the next 2-3 months. I believe a copy of the property tax bill is always attached with the Sale Agreement. Now as the property tax rules have changed property tax being calculated as per the capital value of the property. Will this cause hindrance due sale of my flat

Even if the rules have changed, get clearance as per changed rules. NOC is necessary for the purpose of sale.
