GPA Holder is an extended hand of Natural Guardian. He can apply to court representing the Natural Guardian for obtaining permission to sell the minor's property. The Natural Guardian is answerable to the the court and the minor about the legal necessity to sell the minor's property.

G.P.A as you must be knowing is an agent appointed by principal to do all or any of the acts the principal is empowered to do legally. It's delegation of power by principal in favor of his general power of attorney to do and act on his behalf for which principal agrees to bind himself as if those acts were really done by the principal. It is universal, not for A.P. alone.

Natural guardina can definitely appoint his GPA to file the desired suit/petition.
