i want to know, whether "ACCOUNT BLOCKED" attracts Section 138 of the Negotiable Instruments Act.

As per current trend of decided cases any action taken by drawer with regard to his a/c with intention to frustrate collection and encashment of cheque issued by him would lead steps towards commissioning of offence under section 138 of N.I. Act.

A statutory offence under Section 138 is said to be committed only when the cheque is dishonoured on the following grounds:-
a) Insufficiency of funds
b) Stopped Payment instructions
c) Closure of account

In Rakesh Nemkumar Porwal v. Narayan Dhondu Joglekar the Bombay High Court held that:
"A clear reading of Section 138 leaves no doubt in our mind that the circumstances under which such a dishonour takes place are required to be totally ignored. In such case, the law only takes cognizance of the fact that the payment has not been forthcoming and it matters little that any of the manifold reasons may have caused that situation."

Block in the given query indicates by drawer of the cheque hence the answer already provided has no change at all.
Had the banker blocked the account then the language might have been otherwise.

Mr.Sudhir!
You might have heard of SEBI's New way to apply for IPOs.(initial public offering)
Under it an investor can apply for I.P.O. through it's bank a/c getting his money blocked for I.P.O till allotment,and in case no allotment is made to him instead of refund the amount so blocked is released and in case allotment is procured amount so blocked is paid to the company.This all is done under instruction of the a/c holder and is called ASBA means “Application Supported by Blocked Amount”.The investor need not pay the application money by cheque rather block his / her bank account to the extent of the application money, thus continue to earn interest on application money.
The investor does not have to bother about refunds, as in ASBA only an amount proportionate to the securities allotted is taken from the bank account when his / her application is selected for allotment after the basis of allotment is finalised.
Drawer is liable here for dishonor as he must have put sufficient funds for this cheque as well as for his I.P.O need but he had only I.P.O amount .
