Approaching Hon. Chief Justice

Dear Experts,

our case is pending since 2003 due to inappropriat adjournments and delaying civil appeals . What is the best way to approach Hon. Chief Justice requsting special bench.

No chief justice is so free to meet and constitute special bench at least for that person who even don't want to disclose his identity.
