If the Land is agricultural and in U.P.no mutation can take place on the basis of an unregistered Will. All these plays are over in U.P.now.The Will would however be treated valid for ABADI even in U.P.
Can't say about other states.
Why a Will is required in your case? Are you many brothers?
If your father can not go to sub-registrar then deposit cost registrar shall visit your father's home.

A will takes effect after the death of the executor. A will need not be registered: it is not even necessary to be attested by the notary.

If the Mutation is to be done after your father, you should get a probate from the court for the will. This should help you.
