Recording in 7/12 mutuation transfer

My client had purchased a chawl situated in kalyan from the joint owner in 2007.

The sale deed was duly regd in 2007 and before recording transfer with talathi one of the joint owner died (Seller).

Now the purchaser want to get his name regd in 7/12 and village no.12.

Can he apply directly to talathi for mutation entries in 7/12 ???????
or
should he have to enter into conveyance deed with the seller??????????????

As the registration of sale-deed has already been made so the transfer is merely a formality. If the deceased seller had already got written his specific letter for that purpose then there is no need to even intimate the legal heirs of the deceased about the transfer as this is a routine matter and if no such letter was given then the legal heirs of the deceased are required to be invited by revenue authorities just for their NOC. You need not do anything.
