Sir, I want to know that in Haryana output tax on final product(shoes) exempted up to Rs.500.in this connection can i claim input vat on raw material for refund.

No, you can not claim input tax on purchase of raw material for manufacturing exempted goods as per section 8(1) read with Schedule E under HVAT Act.
