Probationary period is also part of service and after completion of service of one year you are entitled to get due increment, subject to the provisions of the recruitment rules, if any contrary to that. So, you may also have to check the provisions of recruitment rules. As of general rule, they can extend the period of probation, but cannot withhold increment, except as a result of some disciplinary proceedings.
