Employer still not providing experience and releiving letter

Since it is after 23 days i left the job but employer still delaying to provide experience and releiving letter. I visited the office 5 times since then and politely talk to him but he neglected me and asking me to signed by the person to whom i handed over my work and when i did it he still refusing to issue me releiving and experience letter. I have a new joining soon and i need these documents urgently. Please tell me what to do. Should i can take legal action against my employer?

Issue a notice through a Lawyer.

Send e-mail and the registered letter, if no effect send legal notice.
Since he is adamant, legal way may take year to provide relief.

Have you submitted the handover of charge under proper acknowledgment(asking me to signed by the person to whom i handed over my work and when i did it he still refusing to issue me releiving and experience letter. )!
You may narrate all representations (preferably drafted by elders of the family/employee's-trade unions leaders/lawyer) to employer and demand all documents that you need so as tom reach you by Redg.Post within say next 3 days or you will loose your next employment.
Based on some response/or no response you may approach an able Labor Law Consultant/Service Matters Lawyer/Law Firm and understand the remedies.
