Casual leave not granted

Sir i am a worker of govt psb and i avail for leave on 8 april 2016 for casual leave for urgent domestic work but due to insufficient staff my manager did not grant me leave and not giving me any acknowledgement but due to urgent work i send the cash keys by my cousin and be on leave on 16 april when i join bank on 18 april my manager remarks loss of pay and send salary changes.sir please tell me is it legal and many persons says that casual leave is already sanctioned leave and we dont want any sanctioning. Sir please clarify this or i go to labour court for this matter if it is genuine

Don't send cash keys thru anyone until or unless it is approved in writing and the approval is in line with conduct and discipline rules/service rules.



You are expected to know service rules applicable to you.


Casual leave is usually granted.
Leave is to be approved.


Pursue the leave rules applicable to you.


If the boss is not giving acknowledgment of leave application then you could have sent an email by attaching the scanned copy of the leave application.



Apply your own skills to resolve the matter.Seek help from employee's unions.
Exhaust the internal remedies first.

You were lucky the Manager did not recommended disciplinary proceedings against you. Only loss of pay was done. There is possibility he may recommend.

You were handling cash keys and send / entrusted the same to stranger / third person for the Bank. This act only is enough to book you.

In most of the Banks, there is no provision of casual leave for key holders. they have to proceed on leave after handing over of the charge. Confirm in your Bank.

From your query, it is not clear for how many days you remained on leave. You proceeded on leave on 8th(?) and joined on 18th means 11 days. Casual leave can not be taken for more than 4 days at one instance in Banks.

Try to observe discipline while holding cash keys in Bank. Such habit of yours may put you in trouble any time.

However, it may not be the powers of Manager to deduct the salary without proper authority as he may not be your disciplinary authority.

Before you show emotional outbursts or become outspoken mug up and understand the service rules applicable to you.Relate your query with your service rules.


If there is any violation at your end thank your boss for having recommended LOP and salary change and remain calm and quite.

it is fully within power of manager.

This is the most lenient that the manager could do.

He could have recommended disciplinary action whereby the disciplinary authority would have imposed some more penalty (stoppage of increment or harsher than that). Still no pay would be due for the period of this absence.

If he makes hue and cry this action can still be taken.

Now regarding sending the key.
The manager acted with blind charity on him and he can be hauled up for not reporting disciplinary action (with immediate suspension) as he sent the cash key through a non-employee.
