Outsider car parking in the complex

Dear Sir/Madam, I am staying in a complex and the out sider people is parking their car in parking lot in the knowledge of parking owner,can association ask an authorised letter from the owner of parking place and without getting any letter association can stop the out sider parking said place.please tell me the rules.

Sorry for rapidly ask the question.parking owner is flat owner and parking lot is giving as rent to the outsider.

Association can allot parking space for members.
Association can take up the matter with parking security personal and if he does not hear may change him after following procedure.

It means you are the parking owner and you have given the parking on rent and Association is objecting to it.
If the above correct, please inform the rules/guidelines agreed by you at the time of allotment with regard to usage of the parking.
