which of the document can be given first priority to determne the age of a person: school certificate or electroll identity card.

Birth Certificate issued by the competent authority is the primary proof to support the date of birth of a person. Based on BC only school authorities issue a certificate in this regard.

Mr. Loganathan is right. 1st. priority is certainly the Birth Certificate.School Certificate can also be used in absence of a Birth Certificate.
