Dear Sir,
I have have purchased a property in delhi through Agreement to sale ( Sale Consideration Rs. 2000000) in 2003 which is not registered at time due not knowledge about registration of this agreement
what is the procedure to registered the this agreement to sale at this time?
Can Govt charge stamp duty on current circle rate or consideration amount as mentioned in agreement to sale?

Engage an advocate who would guide you to register the deed of sale.
The stamp duty would be on the current market value of the property.

registration of agreement has to be done within period of 4 months . on payment of penalty further 4 months time is given .
in your case 9 years have passed .you cannot register agreement now .

Get now a sale deed registered directly paying stamp duty as per current market value and do not refer your agreement any more. Engage a lawyer.save the skin not money.
