non registration of property built on less than 180 yards pl

Sir,
Haryana govt made a law in march2008 which deprived lawful owners of such property of registration .Is this rule not violative of fundamental rights?Can Haryana govt/huda be sued for such a discriminative provision? regards.

The amendment would have only made the registration of such properties not mandatory. Still the seller and the purchaser have the option to register at their choice.
