Citations --at what point of time can be used in a case ?

My advocate says that citations can not be used while filing Petition/reply or rejoinder but they can be used/shown to the judge at the time of arguments only,Is he right?

Yes and no both as in the petition the judgements can indeed be cited but it is shown only at the time of hearing.

YES. Your advocate is right. Petitions etc. are meant to state the facts & not to plead law.
