Marriage certificate

I want to apply for my passport's renewal in Jaipur through an agent. marriage certificate was issued in Roorkee since marriage was in Roorkee. Now the agent says that my marriage certificate is invalid because it does not have any photograph of me and my husband and said that he would get it made in Jaipur. Is he correct or my Roorkee marriage is valid for the above said purpose?

marriage certificate is valid irrespective of the place of issue.

as on now,there is no practise of affixing photos in the marriage certificates generally.

Agent is wrong. I think he doesn't know anyting about the marriage certificate.
Tell him you both will have to file an affidavit affixing fotos on it in a prescribed format given in the passport application
