PUNJAB UNIVERSITYLLB 2011 ADMISSION

I Taranjeet singh secured 83 rank in merit of LLB 2011 Punjab University.students who attended counselling on 11july were asked to deposit fees on 13 july. Only one day was given for depositing fees but because of some reason i could not deposit fees on that date and approached the authorities next day on 14 july but my fees was not accepted.Waiting list was published on 16 july but i was not considered in that also even after giving written representation. i also approached Dean office but still my candidature is not being accepted even for next waiting list.

Can comebody help regarding rule or can i approach consumer court
