Question ---> whether no confidence motion against president Zila Parishad palwal can be taken up after imposing code of cunduct for election of Member Parlimant Hissar ,Haryana ?

Announcement of election for a constituency or coming into force of code of conduct, has no bearing for any motion against the President of Zila Parishad, provided other formalities for such no confidence motion have been fulfilled.

No confidence motion is brought on grounds of undesirable conduct and / or misconduct of the Office bearer. It has nothing to do with the code of conduct referred by you. I am in general agreement with the views of Shri.Ramachandran.
