Dear Experts,
With below statement could you please tell me the consequences
" His 03 years annualincrement was stopped with future effect alongwith adverse entry in his character roll "

the annual salary increase of the employee has been stopped for period of 3 years . in addition his superior has recorded i his confidental record that he is not of good character

The 3 years annual increment was stopped with future benefits like promotion etc., due to the reason that his character was worst.

Dear Prashant,
The effect of withholding of 3 years' increment with future effect will have the following effect in service:
1) The employee will not get any of the increment during the next 3 years;
2) The stopped three increments will not be restored after completion of three years and would start getting only one increment after lapse of initial period of three increments:
3) His pay will continue to be drawn less by three years till his next promotion or retirement, whichever is earlier;
4) The employee will not get any promotion, if due, during the pendency of penalty of three years;
5) Even for next promotopm after the punishment is over, grading for promotion, being dependant upon very good and outstanding entries in the Annual Confidential Records of last 5 years, would also get affected for at least 5 years due to having one ACR containing bad entry of punishment in the ACR;
6) At any time after the lapse of the punishment period, if he gets promotion his pay will be fixed on the basis of that reduced pay by three increments;
7) On retirement, his pension, gratuity and leave encashment would also stand reduced due to drawal of lesser pay by virtue of the implementation of the punishment.
8) The reduced pension would also result in to lesser commutation of pension, if he prefers to commute a part of his pension on retirement.

Never mind. However, meaning and effect is the same in both the case, whether the penalty is stated with wording "with future effect" or "with cumulative effect."
